As much as I'd like it to be Patrick's....

1. Patrick is piloting a regular GN-XIII in the OP.
2. Doesn't look like a custom Ahead or GN-XIII.
3. If it's an entirely new suit, why would Patrick get it and not Mr. Permit?
4. Regene needed to get to the island somehow.
5. "Gadessa" has already been mentioned.
6. Innovators already created the Arche Gundam, and have the support and funding of the ESF.

Kati Manequin , it's not my opinion) а вдруг она не знает. Вдруг она ему отказала, а он с горя к Инноваторам ушёл. Или назло.
